About ten years ago, I recall using something like this:

Around $25.00 = cost to produce and mail a paper P.O.
Around $00.25 = cost to produce and transmit an 850

Of course, related "systems costs" values involving related
functions and transactions (i.e., 843, 855, 860, 997, etc.
and any corresponding paper formats) would vary widely
by the enterprise type, by the dollar value of the P.O., and
by acquisition method used (purchase card, competitive
solicitation, sole source, catalog order, etc.).

However, as the previous government project leader to
implement Internet EDI pilot systems for the Defense and
Energy Departments, those numbers could be a reasonable
set to use for rough P.O. to 850 analysis purposes.

Today, I would expect the hardcopy costs to be somewhat
higher, and the EDI costs to be somewhat less than 25 cents.
While it would be impractical to try to capture all of the sunk
and collateral costs of both methods, the operating ratio of
2500 / 25 may be useful for P.O. cost analysis purposes.
