In my experience (my clients are either retail suppliers or auto
suppliers), if nothing was shipped, no IT1 segment is sent.

Backorders are handled differently depending on the customer. Some
customers specify "no backorders". That is, if the order was not shipped
complete, the rest of the order is automatically canceled and the remaining
quantity will be ordered on a new PO.

In other cases, the remaining quantity is automatically backordered and
shipped when ready. In this case, there are two 810s and 856s against the
original 850, the first 810 and 856 for the original shipment, the second
810 and 856 for the backorder.

And, for some customers, the issue is handled by phone (or email) between
the supplier's customer service rep and the customer's buyer. They will
decide on a case-by-case basis whether to backorder the missing quantity or
cancel the original order and reorder the remaining quantity on a new 850.

Some customers (Lowe's special orders, for example) will want their
suppliers to inform them of backorders or cancellations via an 870.
