I have seen multiple functional groups within an interchange -
literally - hundreds of times.

At GE Aircraft Engines we created individual interchanges based on the
system process that was extracting the data to be sent. For all the
transaction sets except for Purchase Orders there was only one Functional
Group per Interchange.
When we extracted Purchase Orders we extracted both New POs as well as PO
Changes from the system. We maintained careful separation of POs vs. PO
Changes as well as the sorting of transactions by date/time. Our buyers
were notorious for issuing a PO at, say 9:00 am, and then amending it
once (or more) before noon when we did the 1st PO run. By separating and
then date/time sorting the transactions we created interchanges that were
sent to our trading partners that gave them a new POs before we hit them
with the Changes.
Since the lead time and schedules for our parts were very lengthy we
always issued more Changes than new POs so we issued many thousands of
interchanges over the years with 850s and 860s separated into two
functional groups. At least that was true for the Purchasing System that
was still on the 2001 standard.
