Bonjour Dan,
My translator (EDI Windows from Trinary System) applies the same rules.
However, I can change them because these conditions are table driven....but
if I change the rule for let say the N103 & N104 relation....it will impact
all the maps using the N103 & N104 since these are the rules applied to all
transactions using these elements. I can also tell my software to fill in
N103 only if N104 is different than blank. This way I'm not sending a
Qualifier that's qualifing an unused element.... The rules you are
mentioning are X12 standards & should be respected by all X12 users. No
exceptions...

I've got a question about how other translators handle generating
paired
elements. My translator does not allow me to generate a document containing
data in the 3rd element of the N1 segment without having data in the 4th
element because they are paired elements. Why do other translators allow
this violation of standards?
Oh, I'm not just talking about the N1 segment, there are a number of
segments I see this problem occurring in.
