While no one can answer specifically for the programmers at the various
translator companies, as a former programmer one could make a guess as to
why: lazy programmer, uninformed programmer, or both!

Subject: [EDI-L] <TECH> Paired Elements
I've got a question about how other translators handle generating
paired
elements. My translator does not allow me to generate a document containing
data in the 3rd element of the N1 segment without having data in the 4th
element because they are paired elements. Why do other translators allow
this violation of standards?
Oh, I'm not just talking about the N1 segment, there are a number of
segments I see this problem occurring in.
