There is probably no good reason. I would go back to the Partner who is
requesting this, point out the error of their ways, and respectfully tell them
that you are unable to send a document in violation of the standard.

As a programmer, I can think of many other reasons. Like having to comply with
non-standard documents and staying in business.

Of course, perhaps you think that these are insufficient motivations.
