As far as why a translator would allow that out is some translators make
that compliance checking a feature that can be turned off or on, because
there are times when a certain compliance fails, but people still want to
send the data, because they still want the rest of the document with its
edi syntax errors. Some make compliance checking off as a default and a
user must enable it. Some translators aren't really translators they are
pass through conversion, that don't check edi compliance, even though they
handle control #'s, fa's etc.
As far as why a programmer would code a data element pair without the other
is I've seen people not understand the mapping tool and just map both
independent of the other, or misunderstanding of the application data,
where they assumed some data always existed.
