Not quite. In X12 004030 (in fact since 004020), there has been a repeat
character defined in X12 syntax. The colon is a _possible_candidate_ for use as
the repeat character however any character _can_be_used_ so long as it is not
also used in data or as another separator. In fact, X12 does not dictate the
characters used for separators but they recommend certain non-displayable
characters over printable ones. For each type of separator they suggest a
printable character if the user absolutely must use a printable separator
however colon (:) is specifically suggested for any separator.

In my experience, lots of people actually use the colon for the sub-element
separator probably because that's the popular choice (and in most cases the
default) in EDIFACT. Again, if one chooses to use the colon for the repeat
separator (or any other separator), then one must ensure that none of the data
contains colon characters.

In 4030, the colon is used as a repeat character.
