The U.S. Navy is adopting OASIS UBL Naming and Design Rules based on ebXML CCTS (ISO 15000-5)

Just off the press: The U.S. Navy is adopting OASIS UBL Naming and
Design Rules based on ebXML CCTS (ISO 15000-5); see
http://lists.ebxml.org/archives/ebxml-dev/200501/msg00021.html. The PDF
cover page and Memo attachment is available to be downloaded from this
page; it must be opened with Adobe Acrobat even though it is saved in
the archives with a .bin suffix.
Now that everyone who counts is on board, how much longer do you folks
think you can focus on only X12? Especially when 800 lb. government
gorillas like the Navy and GSA have committed to XML?Even the U.S.
government is adopting *international* standards.

First, any schema editor can create UBL NDRs, we have actually used a
number of different tools and endorse none as it would not be
appropriate. Second, neither UN/CEFACT or UBL append sequential
numbers after duplicate element names. As a result, anyone can create
those constructs. Only X12's tool can create the final form schema. A
significant difference. Third, both UBL and UN/CEFACT, and a number of
efforts for the US Government, are built using ISO 15000-5 constructs.
All are interoperable. Unfortunately, the same can not be said for the
X12 approach. Their constructs are not interoperable with those being
developed elsewhere.
