I think that one of the reasons that the Internet really took off was that
there were freely available reference implementations of the protocols.
Say what you will about sendmail (particularly in the old days), but it
was essentially the certification test for SMTP. I dont think email would
have grown the way it did if there were $50k test suites to be "official"
SMTP products.
