We have something similar in our area.
We have labeled the case with a GTIN, the Inner with a different GTIN but the
EACHES is a 12 digit UPC code.
It also depends on what your customer can scan and read. Hypothetically
customers are supposed to be able to read all the UPC codes as of 1/1/2005 ...
But realistically, that is another situation. I found most of our customers
didn't scan the case or inner packs.. so it didn't matter, but the ones that did
wanted the GTIN's on there and they had to be unique.

It may be safest to put both on there and let the customer choose what they can
scan.

Anyone know of any other lists or good places to find information on
product labeling guidelines? I've already gone through everything we
have from the UCC, and it still leaves me with questions.

For example:
How would you label a product whose shipping units are ALL also
consumer units?

Case of 6 inner packs -> Inner pack of 6 eaches -> Each

All the levels of packaging would need a UPC-A/EAN for scanning at
POS, but would the case have both a UPC-A AND a SCC-14 type label as well?
