There _is_ a lot of stuff found via Google... you just have to sift through
it.
I used packaging indicator carton barcode to find:

Yes. The SCC 14 would be on the case, the UPCs on the internal items.
If the case contained ONLY a single SKU (same UPC number), then the SCC14
number could be the same (with leading zeroes).

If you start shipping different inners (6 packs, 4 packs) then you can start
adjusting the 'packaging indicator'. The problem is when you have more than 7
different packs for the same UPC or mix multiple SKUs in the same box.

"You may pick from 1-7 for packaging indicators for cartons that have fixed
contents. 8 is reserved and not available for use. 9 is used when the carton
has variable contents."
