This is not great, but normal. The Bulk warehouses (Costco, Sams CLub, etc)
sell items without always unpacking them. The clerk has no choice but to open
the case to get the item UPC.
If you were to use another UPC for the entire case, then the clerk would have
to know to scan it and use a qty of 1. It's probably simpler to open the case,
scan an item and use a 12 qty.

Sometimes you have no choice.
If the case contains pre-packed assortments, then the SCC number would probably
not be the same as any of the internal UPCs.
If you have many different ways (more than 7) of packaging the same Item (UPC),
then the SCC # would be different from the contents.
Having different SCC codes just makes it more difficult to manage, since you
have to make sure that no UPCs have the same last 12 digits as the SCC number.
