I have never had any trading partners request this EDIFACT transaction. I
only know that our German trading partners require us to create a monthly
invoice report for their VAT auditing. Supposedly if we can provide a
digital signature on our EDI INVOIC transactions, the monthly report would
not be needed. Yes we know our customers and how much they owe us, but if
we are not sending this report they will often delay payment.

EDIFICE - The European B2B Forum for the Electronics Industry has created a
workshop to discuss eInvoicing in Europe. "Regulations for electronic
invoicing in Europe have been determined by the Council Directive on VAT
2001/115/EC. Some problems on cross border interoperability and other issues
have arisen due to divergence in implementations of the requirements of the
Directive in national laws."

This is most likely done with the EDIFACT AUTACK (ISO 9735-6 Secure
authentication and acknowledgement) message. So why would this be "BS"?

Authentication seems most useful for high-value transactions on behalf
of third parties (e.g., bank payment orders), so I would
only question why one would go out of her way to authenticate an
invoice? Don't you already know your suppliers and have a vague idea
what you owe them?
