Bernd, Seeburger Germany replied to the Swiss EDI
Digital signature question in a previous email.
(see below if you missed it, I edited his German
English a bit for readability) and here are
excerpts from a 54 page internal tech document on
how we address the EU directive in some countries.
1 The European Directive
The directive 2001/115/CE, dated December 2001
gives a common frame for the invoicing process,
particularly for digital invoicing.
The main topics are:
* Mandatory legal items
* Delegation of invoicing allowed and defined
(ASP platforms for instance). Self billing is
seen as a delegation from the supplier to his customer.
* Digital invoicing process allowed and
defined: means to guarantee integrity and
authentification, archiving, retrieving etc..
The most important new topic is the possibility
to issue digital invoices in an unstructured
format, under condition it is signed with an advanced signature.
Note: there are 2 types of digital signatures: a
qualified signature means associated with a
physical person. It implies to enter a pin code
on each invoice. An advanced signature can be
issued automatically. The EC countries applies
this directive in slightly different ways,
especially regarding archiving and digital signature usage.
As different EC member countries have applied
this directive in different ways (and some not at
all) we currently offer solutions for
Switzerland, France and Spain. Belgium
requirements are similar to France and a German
solution requires special certification which we are currently pursuing.
BIS DEMAT- It is a solution able to handle
digitally signed invoices for France and Spain.
We develop the Demat solution with BIS 5 and BIS:MT.
The target solution works with BIS 5, BIS:open
and SAP XI. It uses BIS:Portal Message Tracking
as the tool for tracing invoices and associated
information. The message tracking is a central
part of the solution as it is the place where all
information is gathered. Reports are generated
out of this data. The archiving system is
connected on base of this data. Generation of
reports and archiving is triggered by the BIS:MT internal scheduler.
The priority is to cover the standard processes, which are:
* Paperless digital invoicing according to
French rules through structured files (EDIFACT
mostly), with tracking of invoices
* Paperless digital invoicing according to
Spanish rules through EDIFACT and digital signature
* One simple solution to cover the
unstructured files (PDF with digital signature) process
