Mike,
The problem with saying, "If interconnects are used, the supplier will
pay all VAN
charges and any charges accrued to LNT for the interconnects." is that
in reality, LNT is not going start billing their suppliers for kc's and
since the supplier is not a customer of LNTs VAN, the VAN cannot bill
them either and is left holding the bag for the transmissions. Sterling
addressed this some years back when TRU pulled the same thing by
mandating the off-network supplier get an Associate Mailbox which was
used as a billing mechanism but not a physical mailbox.

Earl,
I think what you have here is probably an example of badly written
business
communication, fuzzy thinking, or just trying to sound tough to
intimidate
trading partners into compliance. It would be much simpler and straight
forward to say something like "LNT prefers that it's suppliers not use
interconnects. If interconnects are used, the supplier will pay all VAN
charges and any charges accrued to LNT for the interconnects. LNT will
recoup these costs by chargebacks and an additional penalty for
handling."
Don't hold your breath...
