The latest update from Inovis:

Inovis WILL handle the interconnect for a flat $500.00 per year fee. They call
it an "Interconnect Agreement".
The minimum mailbox fee is $1,500 per year, so unless my client is paying a LOT
in interconnects to Inovis, it is much cheaper to stay with their existing VAN.

They will continue to accept interconnects from ICC, GXS & Inovis. This
contradicts the document from LNT.

The only other alternative is AS3 (which is like AS2, but uses ftp instead of
http).

Of course, very few people are using AS3 at this time ;-)
