It's been a long time since I worked on Gentran/Mainframe but IIRC this means
the 753/754 were not extracted from the standards and
installed into the editors. (A *long* batch process if my memory hasn't gone
totally into the dumpster).

Since it's the first time for these documents, I'd start looking there.
