Inovis Mapper (Biz or TLW) - Hierarchical Level Count

This question is for anyone with experience in Inovis TLW or Inovis
Mapper who has done 856's. We're building an outbound 856 ASN WITHOUT
the HL Structure builder (because it generates the HL04 element and
this is rejected by the trading partner). Because we're not using
the "builder", we need to manually generate the HL01 element for each
HL segment. We're doing Shipment, Order, Pack, and Item. We're
running into a snag with the Pack and Item sequencing. HL_Pack is not
reading when there are multiple items in the pack. Therefore, we're
getting as follows:

HL_S - 1
HL_O - 2
HL_P - 3
HL_I - 4
HL_P - 4
HL_I - 5
HL_P - 5

and so forth.

We just want it sequential for all HL segments !!

Any suggestions?
