Actually, my company provides these services and what Allen says is entirely
correct. (Not advertising, just providing an example) We can do anything from
writing a simple map to redeveloping your entire infrastructure. We have
performed simple templates, with some training. We have taken over entire
departments. It really depends on what the goal of the organization is. You
have to become clear on that first. Before you start pulling in quotes.
Otherwise your quotes will be haphazard, overly broad, not on target, and you
will have no way to effectively compare them.
Here is where you want to go with this: What is the business issue you are
trying to resolve? You have to nail that down before any of your quotes will
fall in line. If the issue is, "my company is in business to do XXXX. That is
our core competency. We want to MAKE it, and we want to SELL it. We are not a
technology company, and we are terrible at it. We want to get out of the
technology development, implementation,
maintenance game and just focus on what
our Mission Statement is; "Make XXXX, sell XXXX". 'Technology' is not in our
Mission Statement, so we are sending it out" If that is the business issue,
then quotes around simple map development are (obviously) not in line with your
needs. So you can now begin to line up the requirements with the vendors. Your
requirements begins to make sense to the vendors, and their quotes begin to make
a lot more sense.

It is really in your requirements. At a minimum In-network translation replaces
your need for a translator, you do all the work but the mapping and translating.
Outsourcing companies will do everything from Trading Partner contact through
handing you your data. They will sell you any part of these services. You could
go the third route and hire a consulting company to do the bulk of the initial
setup work and then hand it off to your employees.
