That's true as long as one refers
to X12 syntax when one says "EDI". In
EDIFACT syntax (ISO 9735), even characters that appear in the data
(including numbers and letters--though I and many others would strongly
recommend against this practice) can be used because that syntax includes
the concept of a "release character".

Rule #1 is that you can generally use any character that won't appear in the
data.
Rule #2 is that there are always exceptions. :)
