I finally received confirmation from Mervyns: A non charge SAC ("N") does
not have to be returned on the 810 invoice.

Has anyone tested the new 810 requirements successfully with Mervyns?
Mervyn's is sending SACs in the line level of their 850's; however, these
SACs have an "N" in the SAC01 and no data in SAC02. Does anyone know if
Mervyn's wants those SAC's returned on the 810's? Their "post-distro" 810
sample doesn't show or indicate any line level SAC's, but their 810 specs
indicate that they want the SAC01, SAC02, and SAC05 returned on the line
level.
