Here are a few standards references if there are still any questions about this:
According to section 5 of X12.5, uppercase characters "should not" be used as
delimiters. But this is only a recommendation.
The only real restriction is that the user should pick something that won't
appear in a data element. So, as Jonathan Allen
pointed out, you *could* use "U" or "T" as the I65 repetition separator, it just
wouldn't be a very good idea.
As an attribute of a segment definition, the repetition designator is defined in
X12.6 3.7.2.3 -
"The repetition designator may be one, indicating the simple data element or
composite data structure may occur no more than
once, or contain a specific value greater than one, indicating the maximum
number of occurrences of the simple data element or
composite data structure."
The BNF at the start of section 3.7 in X12.6 specifically defines both the
syntax and usage of repeating data elements.
