Valid Standard Pack 856 Structure?

Subject: Valid Standard Pack 856 Structure?
Hello all. After lurking about the list for the past two months I thought
I'd toss out a question. I've bumped into an ASN where the vendor is
cramming carton marks for multiple cartons into a single pack level.

I'm curious, does anybody out there support a standard pack implementation
like this? My position is that each MAN segment requires its own HL***P
level but putting all the carton marks together does make for fewer
characters and I can imagine being able to support it.
