N4 Segment

Hi all,

When using the N4 segment on say the 837P transaction,
how do we expect to use the elements in case of
address out of US ?! Especially, how do we address the
fact that there could be a city name but not a state.
And since these are defined as required on the IG,
would not having N402 on N4 segment be treated as
violation of IG?!

Any thoughts appreciated.
