Opinion, from a business rather than technical perspective: Especially
in light of the fracas over IBM's IPR claims regarding the ebXML
CPA/CPP, if the creators of UDDI retain even a hint RAND licensing
rather than royalty free, they will never merge. From what I read in the
press, UDDI status in this regard has yet to be fully worked out. Also,
for them to merge it seems like the only route would be for the UDDI
work to move into OASIS (I can't see the ebXML Registry work moving
*out* of OASIS). I would be surprised if Microsoft would allow that.

Opinion, from a technical perspective: I think that they are far enough
apart in functionality, interfaces, and information models that it is
unlikely that they will fully merge. That's not to say that there might
not be some well-developed interfaces between them, but fully merge? I
don't think so...
