Hi.
The ISA and GS are is versioned separately from the transactions themselves.
The old ISA version 00200 could be used with X12 version 004030. Many compaies
use ISA version 00300 with X12 version 004030. ISA version 00400 is published.
Actually, the "ISA" version really refers to the version of service segments
that include ISA, ISB, ISC, GS, and other segments that envelope one or more
transaction sets. The ISA, IEA, and GE have not changed fundamentally. The GS
segment has undergone changes (in version 00300 I think), such as to expand the
date field from 6 to 8 and the time field max from 4 to 8.
I remember that there were some Y2K hiccups when companies upgraded their
transactions to 3071+ (usually to 4010), and some upgraded their ISA/GS version
and some did not. The company I worked for at the time was caught by surprise
when some trading partners started using the newer ISA/GS version and applied it
to all their transactions, including the version 3020 transactions.
