That's because there is no relationship as far as control numbers go. The only
relationship between ISA info and anything between ISA and IEA I can recall (and
this is fuzzy) is there is a certain minimum level of Interchange version
00302?) required if you want to use composites in the interchange. (And I think
I also recall that in practice this is rarely enforced).
