One of the Foresight men told us about:

SEF is a proprietory format, which although "documented in the puublic
domain", remains the property of Foresight Corporation and has never
been subject to any public review, comment or change except by Foresight
themselves. As a format, it is totally under Foresight's control, so
cannot in any sense of the word be described as an industry standard
or format.

IGML predates any of the ebXML work and is, again, a totally proprietory
format that has not been subject to any standards body review, comment
or change. It cannot in any sense of the word be described as a
standard.
There is, of course, a format for sharing and exchanging Implementation
Guides that has been subject to extensive review, comment and the full
approval process of both the EDI standards bodies, X12 and EDIFACT. It
is the IMPDEF message. It can be downloaded, free of charge, from the
UN/EDIFACT website.
