If the BizTalk schema/DTD is proprietary it means the XML format is only
used internally within BizTalk/.NET and wouldn't be useful outside that
environment until MS releases them. Which only points out the absurdity
of the current situation with everyone looking for XML document
definitions. XML does not have any special capability to resolve the
fundamental problem we live with in X12 every day; getting two trading
partners to agree on business terms. This isn't a technology question.
It never was a technology question and attempts to claim technological
solutions are fraudulent.

I'm looking for an XML DTD or Schema for the HIPAA standard
transactions. I realize these are X12 and NCPDP based, but I'm looking
for a decent internal XML representation of these transactions -
hopefully something that is open, non-proprietary and has a shot at
gaining some industry acceptance after the HIPAA standards move on past
the current phase.
So far the only ones I've seen alluded to were the Biztalk schema and
apparently MS has bundled these with their HIPAA accelerator. From what
I can tell, they are proprietary and not to be used without the Biztalk
products.
