Bill,
Unfortunately as you are aware HIPAA is a mandated piece of federal
legislation and generally legislators do not move very quickly. Keep in
mind HIPAA was passed in 1996. There is plenty of interest in the
healthcare community for XML but it is a sizeable effort. HL7
(www.hl7.org) which is on the clinical side of healthcare has been
working on some XML standards.
I would agree with your comments about creating XML from EDI on a 1:1
basis but yet the EDI side has a lot of business knowledge and
experience that shouldn't be thrown out the window when XML standards
are developed some day.
There are discussions within X12 to use the ebXML framework for XML and
other organizations are looking at ebXML like the Centers for Disease
Control (CDC).

I would offer this thought: If and when HIPAA steers in an XML-ward
direction, I hope those who design the XML messages would not want to
simply
replicate the EDI transaction sets. A straight 1-to-1 conversion from
EDI
to XML will solve nothing and ensure longer transmissions.
