ASC X12
X12.5 Interchange Control Structures
Section 5.1.1
..."the interchange control number value (ISA13) shall by themselves be
unique within a reasonably extended time frame whose boundries shall be
defined by trading partner agreement. Because at some point it may be
necessary to reuse a sequence of control numbers, the Interchange Date
and Time may serve as an additional discriminant only to differentiate
interchange identity over the longest possible time frame."

From Experience:
The ISA and GS control values need not be in sequence to satisify the
X12 standard, just unique for a period of time. However, don't expect
your trading partner to detect missing interchanges or groups. If your
controls are ordered, some of your partners will call you if there is a
sequence abnormality. Sequential interchanges and groups are more
common than not.
