GS control number / functional group id segregation

Subject: GS control number / functional group id segregation
In this discussion about interchange control numbers, I thought I saw
a note pertaining to GS control numbers, and about segregation with
respect to GS01.

So in this, you might have;

GS*PO*...*7*...
GS*PO*...*8*...
GS*PO*...*9*...

Now add an FA group. Would it be this:

GS*FA*...*10*...

or this:

GS*FA*...*7*...

Are distinct functional group ids supposed to drive their own
independant control numbering?

I wouldn't have thought it mattered.
