It was not clear in the initial post exactly what was duplicated. Certainly
the control numbers are supposed to be unique within a group. If this was
not so, the group should be rejected, as I stated in my first response. It
is more common for the duplication to be in the data contained in the
envelopes, rather than a problem in the envelopes themselves, and that is
where the discussion has focused. In my experience, the ST control numbers
are never used beyond the translator, because a) there is usually another
business-related identifier such as PO number or invoice number to use for
id, b) there is a large amount of variation in the format of the numbers
(0001, 000000001, 850000001, etc), and c) some trading partners restart the
ST count at 1 for each group, for some it is unique within a relationship.

Am I missing something or don't the ST control numbers provide a basis for
uniquely identifying the Duplicate POs without Release Numbers at least as
far a processing the POs from the Interchange/Group?
