Digital signatures in EDIFACT

I've heard that European Union requires digital signatures in all
electronic documents being used for tax purposes by January 2004.

How are electronic signatures implemented in EDIFACT?
Does syntax version 3 support them?
Is it necessary to use syntax version 4, with such service segments
as USA, USB, USC?

I would think the digital signature needs to be in the service
segment area, that is, outside of the transactional document data.

Any information on this?
