Rachel,
Not knowing the details of the X12C debate I would, however, venture to
suggest that the reason it was not approved lies in the fundamental issue of
relational databases and initializing values. According to Codd and Date,
null is a value and the one every field contains unless otherwise updated.
Therefore, it would have been redundant to update a null value to null as
your proposal requested.

Many years ago I submitted a data maintenance request to X12 which, of
course ended up in X12C requesting that X12.6 be modified to allow a null
value to be sent. The business case I used at the time was the need to set
an initial value in a database, for example, to null values rather than 0,
which would have a totally different business meaning.
X12C did not approve this request.
