Unfortunately, I see this happening regardless of our druthers.

A very small percentage of users are actually now using the HIPAA-mandated X12N
IGs. In all the work I've done with these
transactions, I've found payers, providers and (especially) the billing services
whining, "we used to get [some piece of
information] and now we don't and simply 'must' have it ....". I've done a
couple of 'gap analyses' and when the client sees the
size of the 'gap list' he becomes surly and despondent then asks if I have any
spare Zoloft.......

Since X12N moves to change IG's at approximately the speed of a city worker on
coffee break, I see some nascent "understandings"
between payers and the large providers... when the "little guys" start coming on
board in big numbers, I fear their relative
inability to effect changes rapidly will lead to more 'understandings' and who
knows where that will lead.

October will be here sooner than you think. (Oh, well, as long as this means
lots of work for consultants, I may as well grin and
bear it).
