RE: XSL Style Sheet Creation App.?

I know of three commercial XML integrated development environments (IDEs)
that should do what you want. You'll want to make sure that the tool
supports the full XSL spec (rather than just XSLT) with XSL "formatting
objects". People have written FOs that produce PDF as output, and some of
the tools may offer built-in support for this.
1) XMLSpy, as mentioned, is probably the market leader and might be most
appropriate for your overall use if you also want to do some schema
development or XSLT stylesheets. Only runs on Win32. http://www.xmlspy.com/
2) TurboXML has a very good XML IDE. Java-based, runs on most
java-supporting platforms. I'm not real sure about their WYSIWYG
stylesheet support, but worth checking out. http://www.tibco.com
3) Excelon's Stylus Studio is also supposed to be good, but its been
awhile since I looked at it.
Beyond those, you might also check out Arbortext's Epic Editor and
SoftQuad's XMetal 3. They seem very focused on publishing to me and may be
a bit more heavy duty than you're looking for.
I've heard of some open source tools, but nothing I've been able to really
pin down yet. I'd be very interested if anyone finds any.
