I have seen 867 and 852 and not a 846 being used in consignment
business
scenairo. I think the use of transaction sets goes with the role
you play in the supply chain.

Transaction set 846 is typically used by warehouses/distributors to
report on hand inventory. 867 is generally used by Distributors to
convey resale information and 852 is used to give summary
information
about both inventory and sales and is generally used by the retail
chains.

I agree that these three can be used degeneratively.

If you are a distributor/retailer then 867 gives your supplier
enough information to process the information in their system than a
852. You can use 846 to report inventory activity by location which
you may not be able to in 867.
