Did they offer any explanation for requiring you to set up this [expensive]
capability 'in house' versus using a service?

In twenty+ years working with ANSI EDI, I have never seen a partner (and I guess
we may now need to revisit the meaning of that
word!) care one whit about "how" or "where" translation was done, they've only
cared 'that' they could send and receive documents.
