Gina Ann,
You are correct, the ISA14 Ack request has nothing to do with 997s, and
everything to do with TA1.
The TA1 is used "to report the success of processing of a received
interchange header (ISA) or trailer (IEA) aor the non-delivery by a network
provider." The FA indicates that the group and each transaction were
received, and whether or not syntax errors were discovered.
At the trading partner level, I know of nobody who is exchanging TA1s,
however I frequently run into TPs that don't understand ISA14, and use it
expecting to trigger a 997.

Can anyone give a further explanation of the ISA-14 Acknowlegement request
field?
As I understand it, a 997 is generated regardless if the value is '0' or
'1'. It is generated as long as the partner requests it. Does the '1'
signify sending a 'TA1' sengment in the 997?
