A "1" requests a TA1 segment, but in the return interchange it comes
between the ISA and the following GS. The TA1 and 997s have nothing to do
with each other, as the TA1 acknowledges an ISA and a 997 acknowledges a
functional group (hence the name, functional acknowledgment).

An interchange containing a TA1 will look like this:

ISA*...
TA1*...
GS*...
ST*...
...
SE*...

etc.
