Yes, equivalent Segments at a particular level, can appear in any order.
This holds true for all of the HIPAA Transactions.
This is a quote from page 32 of the Institutional 837:
"... if a single loop has many iterations (repetitions) of a particular
segment all the iterations of that segment are equivalent. For example there
are many DTP segments in the 2300 loop. These are equivalent segments. It is
not required that Order Date be sent before Initial Treatment date. However,
it is
required that the DTP segment in the 2300 loop come after the CLM segment
because
it carried in a different position within the 2300 loop."

Is it ture that if segments with same segment id appears
in sequence in the spec, they can appear in any sequence in
the data file ?
