I might comment that 'certifications' are a term used by particular vendors
that has some meaning to them. The federal government (CMS) has no official
certification programs.

You can try my validator at
http://www.americancoders.com/oboe/HIPAAServlet. This validator is in
beta and is not certified.
Also check out www.claredi.com and www.hipaadesk.com.
