George,

Of those that you mention, the ANSI Accredited Standards Committee X12 is
really the only one developing EDI "standards", per se. With one exception
the others develop implementation guides or "standards" that are based on
specific X12 transaction set standards, specifying how to use the X12
transaction set standard in a particular industry or business
process. TDCC (the Transportation Data Coordinating Committee) developed
its own EDI standards up until the early '90s when it merged its standards
into X12's.
