As someone whose job was "off-shored" recently I have wondered the same
thing. A comment that I have heard more than once was "the companies that
are sending jobs off shore are the companies who have never done it". With
the severe reduction in HB-1 visas does this mean that the IT market will
turn around, or does this mean that more companies will be outsourcing their
work?
