Here's a good intro to "dynamic DNS" and a long list of providers:

I've got to believe that ISPs' real concern is throughput (measured, for
example, in bytes per month), and prohibiting servers is one way to
discourage high throughput. A consumer Web site could get a lot of traffic,
both inbound requests and outgoing html, video, and/or mp3 file. Remember,
ISPs don't seem to get too tense about all of the common applications which
run servers; examples of Windows apps which run servers are NetMeeting, any
instant messenger, and PCAnywhere.

If throughput, ot servers, is the ISPs real concern, it seems to me that
they would waive boilerplate contract prohibitions for AS2 use if asked.
Well, maybe not the mega cable companies like Comcast and Road Runner in
the USA, because a small customer can't get past the phone droid, but there
are a lot of smaller DSL resellers and dialup providers which might be more
agreeable.

Anyone got experience with the server prohibition situation in the USA,
Europe or Asia, particularly the ISPs' willingness to allow it? I ask,
because it is a great way to get a lot of small and mid-sized businesses
hooked up for B2B.
