Maybe I'm cynical, but I think its more like they see it as either an
opportunity to extort more money from the customer for "value added
services" or they don't want to deal with the perceived support issues.

Not to mention all the Windows worms creating open proxies :-)

The Adelphia cable company seems to be the worst. Their AUP prohibits
servers even on commercial static accounts. Road Runner's commercial
static accounts let you run servers, but its priced to compete with T1
services.

Oh yeah, and I've found its easier to get to knowledgeable support people
in a smaller organization. I use a small local ISP at home for my DSL
service. A static address is an additional $5/month and they have no
prohibitions on servers. Unlike Road Runner they can even manage to get
reverse DNS set up correctly.

Anything that lowers the entry cost helps.

FWIW, I thought at one point someone here claimed that Walmart demanded
real static IPs and wouldn't set someone up with a dyndns type service. I
wonder if that has changed?
