Open Source is acceptable, but would be a problem to find an existing project.
You would be better off writing your own. I've written 3 versions, on 2
platforms. The programming is pretty simple, and you get to keep what you
write.
I've got a version using a DOS database (DataEase) for small companies, and
another version written in Oracle PL/SQL that does bigger volumes.
The actual translation process is very easy if you also control the database
used to store the documents. Inbound documents are simple if the back-end
database tables correspond to the document structure. Outbound documents are
generated by a specification file that can be generated pretty quickly.
Unfortunately, linking the translator to the various different databases &
formats is a much more complicated job.
